Fix for CLI command line arguments associate with updating variables. See issue 643 for more details. Added tests to tools/cli_tests_v4.sh to cover the fix.

@nathan5280 Thanks for your contribution. Would you mind applying the style results to make the build go green?

gitlab/__init__.py:1:1: H802  git commit title ('Removed unit tests that were used to debug the problem.  Testing is covered in the tools/cli_test_v4.sh script.') should be under 50 chars
