You must now explicitly PUT a service before you can perform a GET against it, otherwise it will now return a 404.

While an explicit create() method isn't required, since update() can perform the PUT, it might make some sense to add one to the service manager.

Thanks guys, I saw the initial failure and fixed the omnibus stuff but never got back to it after the 2nd failure 😄 I'll close this since it's all in the other PR.
