Stop converting Windows drive letters to uppercase in `urllib.request.pathname2url()` and `url2pathname()`. This behaviour is unnecessary and inconsistent with pathlib's file URI implementation.

The RFC also says that case should be preserved up until it's being processed by the file system, so we shouldn't be changing it here. (I still wouldn't backport this change, due to the trivial impact apart from breaking anyone who wrote a case-sensitive test that currently passes!)
