📚 Description
nitro v3 drops support for a build-time unstorage instance, so this PR aims to provide fallback behaviour in that case - it recreates the storage instance based on nitro options
(however - for another time - it might be worth considering whether we drop this feature as I've noticed lots of watcher-related issues due to having too many open files when devtools is enabled)
