Makes the Workshop item list (on the left) scrollable so it can contain more items, and makes this and other elements expand if you resize the window.

Fixes some critical issues with creating and submitting new items, and some goofs I made in Build 8. Shows an error message instead of closing on startup if the Steam API can't initialize.

Fixes an issue where if for some reason a mod is submitted before it's created, it would silently fail on "Validating..."
