The CHANGELOG file has not been updated since 2015. After discussion on gitter with @tacaswell, we recently moved away from maintaining this list.
I thus moved this file into our documentation and deleted contributors's guidelines about updating this file.
I had to make cosmetic changes to the CHANGELOG so that it renders properly.
