Well that took an embarrassing number of iterations to get right 🫣 The doc failure looks unrelated and I think Azure Linux_py310 has been broken for a while. |

Manual backport of #31401. The conflict was because the bugfix branch does not have #29281, so we need to pin in slightly different places.
