Include all source files in the sdist wheel. Add Python.Runtime.dll as a data file so it gets added to the manifest and cleaned up correctly when the package is uninstalled.
Fix sdist and pip uninstall
Needed for non-windows builds.
Include Python.Runtime.dll.config in sdist.
