Describe the bug

I recently updated to 0.6.4.

Before upgrading gh pr view would open the browser to the most recently created pull request. The upgraded behavior is just to show me the URL.

Steps to reproduce the behavior

0. git push origin my_branch
1. gh pr create
2. gh pr view
3. does not open the browser -- expected to open the browser

This is a regression from past functionality.
