Per #319, this bumps the version to v3.1 and documents changes since bd7e6af . Everything big up to that commit is documented in the migration guide, so I think we can use
doc/changelog.rstgoing forward for release updates.I don't have permissions on PyPI (which is fine by me, I've never been real comfortable with that service), so @bear do you want to handle that side of it?
